Impact of the Queen’s Speech in Wales, 18/11/09, [W/E/S/NI]

The Queen's Speech outlining the bills for the new session of Parliament was made on 18 November 2009.

Bills of particular relevance to children and young people in Wales include:

Child Poverty Bill: This Bill, which has been carried over from the last session, will Enshrines in law the Government’s commitment to eradicate child poverty by 2020.

Children, Schools and Families Bill: This Bill will provide framework powers for the National Assembly for Wales regarding regulation of home education. There are two other mirror provisions for Wales in relation to an obligation for schools to provide information to Welsh Ministers, and, separately, information sharing for children’s safeguarding purposes.

Crime and Security Bill: The Bill will increase the protection for communities against a range of threats and financial exploitation, violence and anti-social behaviour. It introduces mandatory assessment of parenting needs when 10 to 15-year-olds are considered for an ASBO and Gives police the power to bar suspected domestic violence offenders from their homes for a period, even when not charged.

Digital Economy Bill: This Bill makes age ratings compulsory on all video games designed for children aged 12 and above.

Energy Bill: This Bill strengthens the powers of regulators to ensure that social tariffs for energy suppliers are set to help those vulnerable to fuel poverty.

Equality Bill: This Bill, carried over from the last session, will provide Welsh Ministers with the power to confer additional specific equalities duties on public bodies carrying out devolved functions and the devolved functions of cross-border bodies.
