These regulations provide for the registration and inspection of child minders and providers of day care services in Wales by the Care Standards Inspectorate for Wales. Among other things the Regulations ban childminders from smacking or using any other form of physical restraint on children under 8 except in circumstances where it will prevent injury or serious damage to property. The regulations are made under Part XA of the Children Act 1989 and follow consultation by the Care Standards Inspectorate at the National Assembly for Wales between August and October 2001.
