The National Assembly for Wales (Legislative Competence) (Social Welfare) Order 2009

The progress of the LCO on Carers.

The purpose of the Order is to extend the legislative competence of the National Assembly for Wales to make new laws for Wales by Measure relating to Carers.

Assembly:

  • In February 2008, Helen Mary Jones AM was granted leave to introduce an LCO in relation to carers. The Government is now bringing forward its own proposals covering these areas.
  • 08/12/08 Proposed LCO laid
  • 14/01/09 Consideration by Legislation Committee No.3 began
  • Consultation opened
  • 13/02/09 Consultation closed
  • 16/06/09 Following pre-legislative scrutiny, two separate draft LCOs were laid: the National Assembly for Wales (Legislative Competence) (Social Welfare) Order 2009 and the National Assembly for Wales (Legislative Competence) (Exceptions to Matters) Order 2009

Westminster:

  • 09/12/08 Secretary of State refers the proposed LCO to Parliament for scrutiny
  • 17/12/08 Welsh Affairs Committee (WAC) call for evidence
  • 28/01/09 WAC call for evidence closed
  • 24/04/09 WAC report published
  • 05/06/09 Constitution Committee report published
  • 17/06/09 Government response to the WAC report published
