Safety on Learner Transport (Wales) Measure 2011

On the 10 May, the Safety on Learner Transport (Wales) Measure 2001 received Royal Assent. The Measure is intended to improve the quality of transport to and from school, and make it more safe. 

The Measure contains a range of provisions: 

  • School buses need to be fitted with appropriate seat belts 
  • Welsh Ministers may make a range of regulations relating to school transport including regulations which:
    • describe what sorts of vehicles may  be used for school transport
    • about the use of CCTV on school transport
    • about safety risk assessments of the learner transport
    • about the training that drivers on school buses must have received
    • concerning staff to supervise school buses
  • Welsh Ministers will have the power to make regulations concerning civil sanctions for breaches of safety regulations.
