The Care and Social Services Inspectorate Wales has published its annual report for 2008/09.
The report recognises examples of good practice, but also highlights that there continues to be variation in performance between authorities and in the range and quality of services available across Wales.
Concerns are raised regarding the effectiveness of local safeguarding children boards and the serious case review process.
The report identifies that financial pressures will require increased impetus on driving improvement and modernising services.
