This consultation has been launched further to commitments made in the Welsh Assembly Government’s Strategy for tackling substance misuse in Wales "Working Together to Reduce Harm". The commitments included working with partner agencies, service deliverers and service users to improve the arrangements for the planning and performance monitoring of substance misuse services in Wales. The guidance has been developed as 3 distinct but integral modules:
