This consultation paper seeks the views on a revision of the main policy document on school organisation proposals.

The draft Circular sets out the policy context and general principles for reviewing the supply of school places. It sets out the factors that need to be taken into account by those bringing forward proposals. It also explains the criteria which the Welsh Ministers (normally the Minister for Children, Education, Lifelong Learning and Skills) will apply in reaching decisions that come to her for determination.
