The UK Parliament can make a special type of legislation for Wales called a Legislative Competence Order. These orders give the National Assembly for Wales the powers to make Assembly Measures on certain topics.  Legislative Competence Orders are laid before Parliament by the Secretary of State for Wales, and approved by both Houses of Parliament and the Assembly.
