Assembly Measures

Once the NAfW has obtained a Legislative Competence on a topic then the it will be able to pass an Assembly Measure on it.

There are four different ways in which an Assembly Measure may be proposed:

  • Government Proposed Measure
  • Committee Proposed Measure
  • Commission Proposed Measure
  • Member proposed Measure

Senedd 3Each measure has an Assembly Member in charge of it.  This is a member of the Government for Government Proposed Measures, a member of the relevant committee for Committee Proposed Measures, a member of the commission for Commission Proposed Measures, and usually the member who proposed the Measure for Member proposed Measures.

Proposed Measures are introduced (or laid) before the National Assembly for Wales, and pass through it in four stages.

Stage 1: Consideration of General Principles

Once an Assembly Measure has been laid before the Assembly the Business Committee must decided whether a committee needs to be established to consider the general principles of the Measure.  If so a committee will be established, consider the principles and report back on them.  After this the member in charge of the measure will ask the Assembly to agree to the general principles of the measure. If the Business Committee decides that it is not necessary to have a committee to consider the general principles then the member in charge will ask the NafW to agree to the general principles without the consideration of a committee. Once the NafW has agreed the general principles of the measure they can move on to Stage 2.

Stage 2: Detailed Consideration by Committee

During stage two the proposed measure is considered in more detail by a Committee.  This may be the same committee as in Stage 1, a new committee or a committee of the Whole Assembly.  A this stage amendments to the proposed measure are put forward and may or may not be agreed by the Committee.  Once the Committee has considered all the amendments and agreed  or otherwise then the proposed measure moves on to Stage 3.

Stage 3: Detailed Consideration by the Assembly

At this stage the measure is considered by the Assembly in Plenary.  Amendments to the measure may be tabled by any Assembly Member.  Once all the amendments have been agreed or otherwise, and the last section or schedule of the measure agreed then Stage 3 is completed.

Stage 4: Final Stage

As soon as Stage 3 is complete any Assembly Member may move that the Proposed Measure is passed.
