Independent review of the use of restraint in juvenile secure settings, 15/12/08 [W/E]

Commissioned by the Minister for Youth Justice and Minister for Children, Young People and Families, this Independent Review examines the policy and practice surrounding the use of restraint across young offender institutions, secure training centres and secure children’s homes.

The Review, which was commissioned following the inquests into the deaths of Gareth Myatt and Adam Rickwood, was expected to be published in April. It examined current policy and practice on the use of restraint with a focus on the prevention of risk of harm.

The review found that certain restraint techniques should be removed permanently and that it may be appropriate to use pain compliance techniques of restraint to ensure the safety of young people or staff in exceptional circumstances.

The government’s response makes a commitment to implement almost all of the recommendations, and commits £4.9m for reforms over the next two years.
