First scrutiny session of Government proposed Legislative Competence Order, 24/09/07 [W]

The first evidence session of the Proposed Additional Learning Needs LCO Committee, established under the Assembly Government’s new powers to scrutinise proposed legislation has taken place.

The Committee took evidence from Jane Hutt AM, Minister for Children, Education, Lifelong Learning and Skills, as well as representatives of the Welsh Local Government Association and Disability Rights Commission.

The Additional Learning Needs LCO will provide the Assembly with the power to make its own laws, known as Measures, in the field of education and training for persons with learning difficulties and disabilities.

It is the first Government proposed Order to be scrutinised by the Assembly under powers introduced by the Government of Wales Act. As part of pre-legislative scrutiny, the Committee will consider the general principles and terms of the proposed Order and report to the Assembly.
