Children and Young People’s Frameworks are key strategic statements produced within each local authority area on improving the well-being of all children and young people over a period of five years. They set out headline aims and objectives for all services for children and young people in the 0-25 year old age range and are prepared by Framework Partnerships.

Each Framework Partnership has two key subgroups -

• The Young People’s Partnerships - for services for 11-25 year olds within the context of "Extending Entitlement" and are responsible for the Young People’s Strategy.
• The Children’s Partnerships - set up to improve the services for 0-10 year olds and are responsible for preparing a plan for children aged 0-10 known as the Children’s Plan or "Early Entitlement".
